Ellsinore, MO. – The Carter County Sheriff’s Office made a report on an arrest that was made on Monday, July 21st involving neglect of a child. The statement can be read below, unedited.
On July 21, 2025, investigators with the Carter County Sheriff’s Office conducted a well-being check at a residence housing very small children .
Upon entering the home, deputies discovered conditions that were deemed appalling and hazardous. The residence was found to contain animal and human feces throughout, with evidence indicating the presence of feces on the children. The living environment was determined to be severely unsanitary and unfit for habitation.
As a result of the findings, the children were safely removed from the home and placed in a secure location. The parent of the children was subsequently arrested and is currently in custody. Alpine Brooks of Ellsinore, Mo was arrested and a warrant was issued for three counts of Endangering the Welfare of a child with No Bond.

Our team acted swiftly and decisively to ensure these children were removed from a dangerous environment and placed into a safe one. This case highlights the critical importance of community vigilance and our commitment to protecting the most vulnerable among us.
