A bill dealing with oversight of high school athletics in Missouri has been significantly scaled back from its original form as Gov. Mike Kehoe reviews whether to sign the legislation before the 2026 session ends.
The proposal centers on the Missouri State High School Activities Association (MSHSAA), which governs 22 interscholastic activities statewide and has been a priority issue for Kehoe this year. The bill began as a broader effort to change how the organization operates but was narrowed as it moved through the legislature.
“We’ve had Missourians from one end of the state to the other, including many, many, many elected officials who have said MSHSAA is a publicly funded institution,” Kehoe said. “They say they’re not, but they are. We believe this bill gives a little bit more accountability and still allows us to have a great system here in Missouri.”
The final version would create a governor‑appointed commission under the Missouri Department of Elementary and Secondary Education. The panel would review certain disputes — such as transfer eligibility and contest‑related decisions — after the existing MSHSAA appeals process has been exhausted.
Kehoe said the legislation changed as it advanced through the General Assembly but still represents progress.
“Sometimes in that building you get a bill a little bit down the field and you take a win with it,” Kehoe said. “I think this is a great start and it gives some additional accountability for schools, parents and student‑athletes alike.”
The governor said the bill adds a layer of oversight without dismantling the current system.
“The bill has changed a little bit as it went through the process,” Kehoe said. “It provides an appeals board that folks can go to if they think MSHSAA didn’t make the right decision on a certain circumstance. We’re reviewing that now, but certainly it gives a little bit more oversight and accountability to the process.”
If signed into law, the proposal would establish the Interscholastic Oversight Athletic Commission to handle appeals following MSHSAA decisions.
Kehoe said he is continuing to review the measure as he weighs final action on legislation passed during the session.
