From Douglas County Sheriff’s Department:
In connection with the March 4, 2026, Officer Involved Shooting on DD Highway, Matthias Penn, age 33 of Ava, was arrested at the active scene.
Penn had contacted the Douglas County Sheriff’s Office while Law Enforcement was actively engaged in gunfire and a barricaded subject. Penn advised the Douglas County Sheriff’s Office Dispatcher that the suspect had been shot in the knee and he was going to the scene to administer first aid to the suspect, Edward Bowman. Douglas County Sheriff’s Office Dispatch told Penn numerous times he was not to go to the scene, and he stated he could not promise he wouldn’t. Penn stated he promised Bowman and Bowman’s wife that he would respond to the scene.
Penn arrived on scene, where he was advised by Lt Gabe Stroud of the Ava Police Department to leave. Lt. Stroud was forced to leave his cove and concealment to deal with Penn. Penn told Lt. Stroud he was a paramedic, and Lt. Stroud advised him to wait outside the scene. Penn advised that he would go check on Bowman, and Penn was advised to leave. Penn only moved his vehicle a short distance before stopping his truck, and he was taken into custody.
A misdemeanor warrant was obtained for Penn’s arrest for resisting or interfering with an arrest. Bond was set at $500 cash only. The bond in this case is low because it was a misdemeanor offense only.
Sheriff Degase would like to thank Lt. Gabe Stroud and Officer Bobby Webster for their assistance in apprehending Penn.
Since it was obvious that Bowman was not shot, it brings into question why he would contact Penn and request him to come to the crime scene. Sheriff Degase would like to remind everyone that” it is never acceptable to insert yourself into a crime scene, especially an active, barricaded subject crime scene with gunfire.”
