City of Calico Rock Says $87,500 Generators Never Delivered; Arrest Made

MOUNTAIN VIEW, Ark. — A Stone County man has been arrested in connection with an $87,500 generator purchase that officials say was never fulfilled.

Charles Summers, 59, of Mountain View, was taken into custody on August 22, 2025, on a warrant from Izard County Circuit Court for theft of property, a Class B felony.

According to court filings, the case stems from a May 2024 purchase agreement between the City of Calico Rock and Summers’ business, Lights On Electric, LLC. The city approved a bid for three generators, transfer switches, and related electrical work, using federal American Rescue Plan Act (ARPA) funds earmarked for critical water and wastewater infrastructure.

The city issued a check for $87,500 to secure the order, but no equipment was ever delivered. Despite repeated assurances, officials say Summers failed to provide proof of an order, installation work, or a refund.

City officials documented multiple attempts to contact Summers and his business throughout 2024 and 2025, including phone calls, letters, and in-person visits. While Summers and his representatives at times promised delivery or refunds, no equipment or funds were received, according to the complaint.

In June 2025, Summers emailed the city’s attorney acknowledging delays and promising to provide tracking information or a refund by June 30. Court records say neither was provided.

The complaint further notes that Lights On Electric’s corporate status had been revoked by the Arkansas Secretary of State, and alleges the business engaged in deceptive trade practices.

Calico Rock Mayor Greg Hamby said the failure to deliver the generators not only cost the city financially but also jeopardized federally funded projects meant to improve essential public services.

Summers is being held pending proceedings in Izard County Circuit Court.
