Hit-and-Run Driver Located and Taken into Custody After Crash Near West Plains Walmart Friday Morning

On October 3, 2025, at approximately 5:35 a.m., police responded to a hit-and-run crash with property damage at the Wal-Mart Supercenter on Preacher Roe Blvd. The victim reported that while turning right onto Bruce Smith Parkway from US 160, a tan van passed and struck the front of her red 2015 Nissan Juke, causing an estimated $1,500 in damage. The suspect vehicle fled through the Walmart lot at high speed and turned onto Southern Hills Drive.

At 6:04 a.m., officers located a tan Kia Soul with matching damage and red paint transfer parked at the closed Taco Bell on Southern Hills Drive. A male subject, later identified as Scott Phegley, was found asleep in the passenger seat. Officers noted fresh damage consistent with the victim’s vehicle and observed signs of intoxication when Phegley exited the vehicle, including stumbling and bloodshot eyes.

Phegley denied involvement in a crash and claimed the damage was from hitting a bush months earlier. He admitted driving to the Taco Bell lot before 11:00 p.m., purchasing vodka from Casey’s, and drinking while walking back. Despite claiming he had not driven since midnight, officers found the vehicle’s hood warm to the touch.

Phegley, who lacked insurance, was taken into custody at 6:22 a.m. He refused a preliminary breath test but later provided a valid sample via Intox DMT, registering a BAC of .137. Charges are pending.
