Three People Arrested For Drugs Near a Daycare in Ava

A routine traffic stop on September 16, 2025, led to the arrest of three individuals and the seizure of approximately 27 grams of methamphetamine near a licensed childcare facility in Ava.

Deputy Sam Evans initiated the stop after observing erratic driving by a gray Nissan SUV near the intersection of Highway 5 and West 76. The vehicle, registered to a Fair Grove resident, came to rest on private property just west of Hillcrest Drive.

The driver, identified as Joseph Newell, admitted to not possessing a valid license. During the stop, deputies noted furtive movements from rear passenger Kenneth Grahber, prompting a Terry frisk. Grahber attempted to conceal a glass pipe containing a substance that later tested positive for methamphetamine.
Further search of the vehicle uncovered a magnetic box beneath the passenger seat containing three baggies of methamphetamine, additional packaging materials, and digital scales—indicative of narcotics distribution. The total weight of the seized drugs was approximately 27 grams.

All occupants, including front passenger Heather Dawn Shelby-Mcadams, were taken into custody and booked at the Douglas County Jail on a 24-hour investigative hold. The incident occurred roughly 1,360 feet from Koala Bear Daycare & Learning LLC, a licensed childcare facility, triggering enhanced charges under Missouri law.

All three have received charges of:
• Delivery of a Controlled Substance in a Protected Location (RSMo 579.030)
• Unlawful Possession of Drug Paraphernalia (RSMo 579.074)

Newell faces additional charges of:
• Careless and Imprudent Driving (RSMo 340.180)
• Operating a Motor Vehicle Without a Valid License – 3rd Offense (Felony) (RSMo 302.020)
Authorities confirmed none of the individuals reside in Douglas County.
