Ordinance 4689 authorizes the Mayor to make an agreement with the Missouri Highways and Transportation Commission for the resurfacing of Route Business 63. The commission must make these agreements with cities that it does road repairs and maintenance on.

Resolution 1143 authorizes the West Plains Civic Center director and the West Plains Tourism Coordinator to negotiate and sign agreements for entertainment and talent acts on behalf of the city. Money generated from this would go into the general fund for the City of West Plains.
