Wright County Man Arrested For Making Terrorist Threat and Stalking

On November 4, 2025, deputies from the Wright County Sheriff’s Office arrested Kenneth Penn, of Norwood, Missouri, for Making a Terrorist Threat in the First Degree and Stalking in the First Degree.
 
Penn was taken into custody without incident and transported to the Wright County Jail. He is currently being held on a $10,000 cash-only bond with special conditions imposed by the court.
 
The investigation revealed that Penn made threats directed toward an elected official. Following a thorough investigation conducted by Interim Sheriff Kristi Akers, probable cause was established leading to Penn’s arrest.
All suspects are presumed innocent until proven guilty in a court of law.
