Missouri Reports Slight Uptick in April Revenue, Despite Year-to-Date Dip

The Missouri Office of Administration released its April 2025 General Revenue Report today, revealing a modest 3.3% increase in net general revenue collections for the month compared to April 2024. Collections rose from $1.38 billion to $1.43 billion year-over-year.

However, fiscal year-to-date numbers paint a more cautious picture. Through April, overall collections declined by 0.8%, falling from $10.70 billion in FY2024 to $10.61 billion in FY2025.

State Budget Director Dan Haug provided a breakdown by tax category. While individual income tax collections were nearly flat year-over-year, corporate tax collections saw a notable 6.7% decline. Pass-Through Entity taxes, separated from individual income figures for more accurate reporting, dropped 2.3% for the year and more than 20% in April alone.

Sales and use tax collections showed slight year-over-year growth at 0.6%, though they dipped slightly for the month. In contrast, “all other collections” surged—up 97.3% for April and 8.1% for the fiscal year. Tax refunds also increased significantly, rising 12.4% for the month and 9.7% for the year, totaling $886.4 million.

Officials cautioned that revenue trends can vary due to timing and reporting adjustments. Still, the mixed results come amid broader budget pressures as lawmakers debate tax policy changes and prepare for potential shifts in federal funding.
