Attorney General Bailey Urges Rescission of $4.9 Billion Loan for Grain Belt Express

Missouri Attorney General Andrew Bailey is calling on the U.S. Department of Energy to rescind a $4.9 billion loan guarantee approved by the Biden Administration for the Grain Belt Express (GBE), a proposed multistate green energy transmission project.

In a letter hand-delivered to the Department, Bailey criticized the federal government’s support for what he described as a “speculative project backed by foreign investors” that threatens Missouri landowners through the use of eminent domain. He argued the funding was approved with little regard for state law or private property rights.

The Attorney General’s action follows a Civil Investigative Demand issued by his office to GBE regarding alleged misleading claims about job creation and economic benefits. Bailey also asked the Missouri Public Service Commission to reexamine the project’s state-level application, citing questionable assumptions such as a non-existent carbon tax.

Bailey has been a vocal critic of the Grain Belt Express, previously warning that its tactics—such as filing nearly 50 lawsuits to seize private land—undermine property rights. He contends the federal loan guarantee rewards a company that has not been transparent with regulators or the public.
