Officers with the West Plains Police Department located and arrested 20 year old Russell L Quinn of West Plains in reference to the pedestrian crash on Thursday. Russell is
currently being held on a $100,000 bond for Leaving Scene Of Accident – Accident Resulting In Death.
We would like to say that all criminal charges, and any discussion thereof, are merely allegations, and all defendants are presumed innocent until and unless proven guilty in a court of law.
