On July 2, Governor Mike Kehoe signed five new bills into law, highlighting continued efforts to strengthen Missouri’s infrastructure, support local governments, and enhance regulatory clarity for businesses.
“These five bills will benefit businesses and local governments across our state,” said Governor Kehoe. “We’re grateful to the General Assembly for their work and look forward to signing even more meaningful legislation next week.”

The signed bills include:
- Senate Bill 28: Introduced by Sen. Jason Bean and Rep. Donnie Brown, this bill updates transportation regulations. Key provisions include requiring motor vehicle sales tax payment before issuing temporary tags, expanding confidential records protections to retired law enforcement and judicial members, and establishing a Space Force military specialty license plate.
- Senate Bill 396: Sponsored by Sen. Ben Brown and Rep. Brad Banderman, this bill gives consolidated public library districts the flexibility to adjust their fiscal year to better meet operational needs.
- House Bill 105: This legislation authorizes the conveyance of various state properties. Notable transfers include the Lee C. Fine Memorial Airport to the city of Osage Beach and land in Lee’s Summit and Webster County to the Missouri Highways and Transportation Commission for transportation improvements.
- House Bill 169: This bill modernizes cotton trailer regulations by redefining the term and increasing the maximum speed limit for such vehicles from 40 to 70 MPH, reflecting updated agricultural transport practices.
- House Bill 974: Focused on motor vehicle insurance, this legislation adopts model language from the NAIC and the National Council of Insurance Legislators to enhance consumer data protection and regulate peer-to-peer vehicle rentals.
