Governor Kehoe Signs Ten Bills into Law Following Productive Legislative Session

Governor Mike Kehoe marked the close of Missouri’s 2025 legislative session on Monday, July 14, by signing ten bills into law during a ceremony at the Capitol. The legislation spans a wide range of issues, including invasive plant control, emergency services, veterans’ care, and real estate regulations.

“This afternoon’s bill signings mark the official conclusion of an incredibly successful legislative session,” said Governor Kehoe. “We appreciate the members of the General Assembly for sending several pieces of common-sense legislation to my desk that will positively impact Missouri families and communities.”

Among the new laws:

  • SB 105 targets the spread of invasive plant species by restricting the sale and distribution of certain nonnative plants in Missouri.
  • SB 133 updates Missouri’s underground utility system, including safety measures and detection technology for buried facilities.
  • SB 145 promotes youth entrepreneurship by exempting businessowners under 18 from some licensing requirements.
  • SB 271 enhances emergency services training, expands Good Samaritan protections, and exempts farm structures from certain fire codes.
  • HB 145 expands privacy protections under the Judicial Privacy Act and Sunshine Law.
  • HB 147 strengthens retirement systems for sheriffs and limits ESG-related investing in public retirement funds.
  • HB 225 increases compensation for first responders who die in the line of duty and establishes the offense of interfering with emergency personnel.
  • HB 262 establishes a state-backed program to fund alternative treatments, such as hyperbaric oxygen therapy, for veterans with PTSD or brain injuries.
  • HB 595 protects landlord rights in real estate transactions, including limits on local regulations and new requirements for broker agreements.
  • HB 596 requires brokers to have a signed agency agreement before representing buyers in real estate transactions.
