The Martha Vance Samaritan Outreach Center (MVSOC) was founded in November 1988, in a small house on College Street. Back then, they could provide only six or seven beds. The shelter began as the vision of Father Charles Wallis, rector of All Saints Episcopal Church, who collaborated with local agencies and the Ministerial Alliance to meet a growing need: a place of refuge for the unhoused. As the need for support in the community grew, so did the Outreach Center. Today, the MVSOC is located at 715 Missouri Avenue in West Plains and provides shelter for up to 40 individuals, including men, women, and children. It is a registered 501(c)(3) nonprofit dedicated to offering not just a roof—but also resources, support, and hope.
