Thayer man arrested on charges of kidnapping in West Plains on Thursday

West Plains, MO. – On August 24, 2023, at approximately 0125 hours officers with the West Plains Police Department responded to a report of a disturbance at the location of Casey’s General Store located at 1702 Gibson Avenue, West Plains, Missouri, 65775.

Upon arrival on scene officers conducted an investigation in regard to the incident. During the course of the investigation, it was learned that the female victim had been threatened to be stabbed with an edged weapon if she did not drive the suspect, Mr. Kevin Parsley, (age 42 of Springfield, Missouri) from Thayer, Missouri to Springfield, Missouri against her own will.

It was also learned during the course of the investigation that the female victim had been assaulted by Mr. Parsley and had sustained minor injuries to her right arm as a result of attempting to exit the vehicle to receive assistance from members of the public. Multiple witnesses later assisted by separating the victim from the suspect until the arrival of law enforcement personnel.

Mr. Parsley was arrested and placed on a twenty-four-hour hold pending formal charges through the Howell County Prosecuting Attorney’s Office for Kidnapping 2nd Degree and Domestic Assault 3rd Degree.

Criminal charges, and any discussion thereof, are merely allegations and all defendants are presumed innocent until and unless proven guilty in a court of law.
