On April 29, 2025, the U.S. Postal Inspection Service (USPIS) joined an investigation initiated by Alton Police Chief Rusty Warren into suspected child pornography mailed to Wesley A. Simmons, 54, a Tier III registered sex offender recently relocated from Illinois to Missouri.
Two parcels sent to Simmons’s former Oregon County address—originating from Shutterfly and Snapfish—were found to contain printed images of child sexual abuse material (CSAM). One package was mistakenly opened by an acquaintance, prompting law enforcement review.
A July 25 search warrant confirmed additional CSAM in the second parcel.
On September 16, a residential search warrant was executed at Simmons’s Alton home. In a post-Miranda interview, Simmons admitted uploading the images to both services.
Authorities seized over 1,000 printed images, including at least twenty depicting children under age 14, along with children’s underwear and photos of minors taken locally without their knowledge.
Simmons was taken into custody and is being held with no bond. He faces charges of Possession of Child Pornography – Second Subsequent Offense and Promoting Child Pornography. Further charges may follow pending digital forensic analysis.
