West Plains Man Arrested After Disturbing Incident Involving Juvenile

In the early morning hours of Saturday, law enforcement officers responded to a report of a suspicious individual allegedly prowling near a residence in the 100 block of Crestwood Circle. The call, placed shortly after midnight, described a man reportedly looking into windows in the area.

Upon arrival, officers conducted a preliminary investigation and spoke with multiple witnesses. One adult female reported observing a male suspect standing outside a neighboring apartment window, allegedly engaging in lewd behavior while peering inside. Another adult witness corroborated the account and described the man’s clothing and physical appearance.

Further inquiry revealed that the suspect had been observing a room occupied at the time by a juvenile female. Investigators determined the child had recently exited a bath and was unclothed as she awaited bedtime preparation. The window had no coverings, leaving the interior visible from outside the residence.

Following the investigation, authorities identified and located the suspect, later confirmed to be 65-year-old Kevin Jennings of West Plains. During questioning, Jennings initially denied leaving his home that evening but later admitted to knocking on the window in question. He was found in possession of clothing that matched witness descriptions.
Records show Jennings has a prior criminal history, including a charge of Aggravated Criminal Sexual Assault from 1985 in Rockford, Illinois.
