West Plains Police Chief Stephen Monticelli explained the ordinance:

Transcript: Effective April 1st, the dog tag ordinance is going into effect and people who have dogs are required to have a dog tag. You could go to either down here at City Hall, animal control or at the police department to get your dog tagged. It does really three things for us; the dog tag ensures vaccination for rabies, secondly it’s provides an ability to get the dogs reunited with the owners of the dogs in case they’re out running loose as well as when the dog park opens it’ll be an ability to for us to see from a distance that dogs are properly vaccinated and that they are neutered to be able to be able to use the dog park.
