On November 12, 2025, Winona police responded to a suspected shoplifting incident at the Dollar General on Missouri Highway 19. Employees identified Billy Tarlton as the individual involved. While reviewing security footage, staff observed Tarlton leaving the checkout area and placing an item on a shelf in the stationary aisle.

Officers later recovered a soft eyeglass case containing a glass smoking device. Field testing at the Winona Police Department indicated a presumptive positive for methamphetamine. Tarlton is being charged with possession of a controlled substance.
