JEFFERSON CITY, Mo. – The Missouri Legislative Black Caucus (MLBC) proudly announces its annual Black History Month Celebration, to be held on Wednesday, February 25, 2026, at 6:30 p.m. in the First Floor Rotunda of the Missouri State Capitol.
This signature event honors the enduring legacy, resilience, and historic contributions of African Americans in Missouri and across the nation.
The evening will feature distinguished guest speaker Judge Milton Williams, Sr., a pioneering figure in American criminal justice history. Judge Williams made history as the first African American Polygraph Examiner in the State of Mississippi and is widely recognized as an expert investigator. His career includes participation in the investigation related to the murder of Medgar Evers, Emmett Till and involvement in matters connected to Edward Ray Killen, who was convicted in connection with the 1964 murders of James Chaney, Andrew Goodman, and Michael Schwerner.
Judge Williams’ presence underscores the critical importance of justice, truth, and historical accountability in advancing civil rights and preserving the legacy of those who sacrificed for equality.
The celebration will also feature artistic performances by:

- The Lincoln University Dance Troupe, under the artistic direction of Mrs. Theressa Ferguson
This dynamic cultural presentation will honor the spirit of Black excellence through music, movement, and artistic expression.
