Senator Brand Hudson Capitol Report 2-5-26

JEFFERSON CITY –  For this week’s Capitol Report, I’d like to give an update on where some of the bills I have filed are in the process. In particular, I am going to highlight the legislation that has already received a committee hearing, or will be receiving on in the coming weeks.

SB 907 – Creates the Act Against Abusive Website Access Litigation. This legislation was heard this week in the General Laws Committee, and would protect small businesses from frivolous website access lawsuits brought simply for the purpose of shaking down a business for a settlement. I am hopeful it will be voted out of committee and receive a floor hearing soon. The House version passed unanimously this week.

SB 908 – Deals with firearms policy, giving teeth to Missouri’s preemption law and lowering the concealed carry age from 19 to 18. This received a hearing in the Transportation, Infrastructure and Public Safety Committee this week, and will most likely become part of a larger firearms policy bill.

SB 909 – Establishes the Missouri SPEAKS Act, expanding student free speech protections in K-12 to include political and ideological speech. This bill has passed the Education Committee and is eligible to be heard on the floor.

SB 999 – Creates the Born Alive Abortion Survivor’s Protection Act. This bill would require that infants that survive an abortion attempt be given all of the same care and treatment that any other child of the same gestational age who is born would be given. The bill was passed out of committee this week and should have a floor hearing soon. The House version of this bill also passed this week.

SB 1000 – Reestablishes the Missouri Tourism Supplemental Revenue Fund. This fund is where Tourism funds are deposited for use by the Dept. of Tourism, and was accidentally sunset a number of years ago. This bill has passed committee and is currently on the Senate Floor calendar.

SB 1140 & SJR 93 – Deal with eliminating the statute of limitations for bringing civil actions in cases of childhood sexual abuse claims and allowing retroactive civil actions regarding childhood sexual abuse claims. Both of these bills will be heard next week in the Judiciary Committee.

In addition, all of my currently filed pieces of legislation have been assigned to a committee and are eligible for a hearing.
