Missouri House Advances Key Public Safety, Health, and Regulatory Reforms

The Missouri General Assembly has passed several major pieces of legislation and sent them to the Governor’s desk, focusing on public safety, healthcare access, consumer protection, and regulatory accountability.

Strengthening Public Safety & Accountability

The House passed HB 1740, which increases penalties for driving while intoxicated and strengthens ignition interlock requirements. This legislation ensures repeat and high-risk offenders face tougher consequences, especially in cases involving serious injury or loss of life.

In addition, the House approved HB 1840 (“RJ’s Law”), creating a statewide Purple Alert System to help quickly locate missing individuals with developmental disabilities. This system will improve coordination between state agencies and local law enforcement to better protect vulnerable Missourians.

Protecting Religious Freedom

The House passed HB 2760 (PRAISE Act) to ensure that religious services cannot be unfairly restricted during future emergencies. This legislation provides clear protection so Missourians can continue to practice their faith while still allowing for common-sense emergency responses.

It was great to recognize Texas County veteran Bob Joens for his military service during the Missouri House of Representatives Veterans Recognition Day at the Missouri State Capitol this week. I am grateful for his dedication to our country and his continued service to our community.

Advancing Healthcare & Mental Health Solutions

The House approved HCS HB 2372, a comprehensive healthcare reform package that modernizes Missouri’s healthcare system. This legislation improves emergency care, expands telehealth, strengthens community paramedicine, and increases access to innovative treatments for patients facing serious medical conditions.

Additionally, the House passed the “Veterans Mental Health Innovation Act” (HCS HBs 1717 & 1643), which allows controlled clinical research into alternative therapies for veterans and first responders struggling with mental health and substance use challenges.

The House also approved HB 2355 (“Food is Medicine Act”), which focuses on improving health outcomes through nutrition-based programs and partnerships with local producers and community organizations.

Consumer Protection & Communication Security

To better protect Missourians from scams, the House passed legislation strengthening the No-Call List and cracking down on caller ID spoofing. These reforms increase penalties for bad actors and require stronger authentication standards from telecom providers.

Cannabis & Hemp Regulation

The General Assembly also passed HB 2641, establishing clearer regulations for intoxicating hemp-derived products. This legislation ensures these products are sold safely through licensed facilities while protecting consumers and maintaining access to non-intoxicating hemp products.

Abigail Boyle, a Licking High School freshman, traveled to the State Capitol to share her perspective on rural public school funding with the Missouri Senate Select Committee on Property Taxes and the State Tax Commission. I am proud of the way she represented her school and community at the People’s House.

It’s always great to see students get involved in the legislative process and make their voices heard. I look forward to seeing what Abigail accomplishes in the future!

Securing Funding for Shafer Road Improvements

I was proud to secure $3 million in funding through the budget to support improvements to Shafer Road, a critical state-owned roadway that provides access to the Missouri Department of Conservation’s George O. White State Forest Nursery. This investment helps ensure this important route remains accessible, safe, and reliable for years to come.

This funding allows the Missouri Department of Conservation to partner with MoDOT to plan, design, and complete necessary maintenance, repairs, and upgrades to the roadway. Shafer Road serves employees and operations at the state nursery, supports visitors traveling to local outdoor recreation and tourism sites, and is also used daily by local families and farmers who rely on it for work, travel, and access to their property.

By making this investment, we are prioritizing safety and strengthening tourism in our region, while also recognizing the everyday importance this road has for the people who live and work nearby. Improving this state-owned road helps ensure reliable access for workers, visitors, and local residents alike.
This is just the first step in the process. The proposal now moves to the Missouri Senate for further discussion and consideration, and I will continue working to see this funding across the finish line.
