The South Central Workforce Investment Board (SCWIB) has appointed Missouri State University-West Plains (MSU-WP) Chancellor Zora Mulligan to the board.
Mulligan’s appointment was approved at the October SCWIB meeting with recommendation from Howell County Commissioner, Ralph Riggs, to represent higher education.
“Being appointed to the South Central Workforce Investment Board is an honor,” Chancellor Zora Mulligan said. “I look forward to collaborating with local leaders to create pathways that support our workforce and strengthen our communities.”
The South Central Workforce Investment Board acts as the operator and fiscal agent for the Workforce Innovation and Opportunity Act (WIOA) funding offered at the West Plains and Poplar Bluff Job Centers.
Appointed as MSU-WP’s Chancellor in July 2025, Zora Mulligan has previously served as Executive Vice President for Missouri State University, Commissioner of Higher Education for the State of Missouri, University of Missouri Chief of Staff, Missouri Community College Association Executive Director, and Assistant Attorney General.
