SCSWM is looking for help cleaning up Illegal Dump sites

The South Central Solid Waste Management (SCSWM) is looking for a Program Manager to help clean up Illegal Dump sites in the district.

This is a request for contracted services for a one-year, part-time Program Manager with the South Central Solid Waste Management (SCSWM) District paid for by a grant from Missouri Department of Natural Resources (MDNR).

The Program Manager will work with Tegan Vaughn, the SCSWM District Coordinator throughout the project.

The Program Manager will use past District illegal dump maps, along with travel and coordination with other organizations, individuals, and entities to conduct a current inventory of illegal dump sites throughout the seven-county district (Douglas, Howell, Oregon, Ozark, Shannon, Texas, and Wright counties).

The Program Manager will obtain GPS coordinates, photographs, and develop a summary on the approximate size of the dumps, types of materials being dumped, and if the dumpsite appears to be actively being used. Conducting the illegal dump inventory will be an ongoing task.

Trash will then be removed from illegal dump sites using labor from either the Program Manager, paid labor, and/or volunteers. The Program Manager will work to form relationships with local groups for possible illegal dump identification and cleanup volunteer assistance. The Program Manager will document progress and publicize the cleanups through press releases in the District. Illegal dump site cleanup will be ongoing throughout the grant period as the weather and season allows. The Program Manager will update the illegal dump inventory maps as sites are cleaned.

The Project Manager will keep track of the budget using an excel spreadsheet with budget categories and amounts and submit to the District Coordinator monthly, at minimum. The Program Manager will work with the District Coordinator to submit quarterly and final reports to MDNR.

The Program Manager will consult with the previous Illegal Dump Program Manager at the start of the project and as needed throughout the project period.

Contracted services cannot exceed $16.90 an hour. Project entails working approximately 20 hours a week, 52 weeks a year.
