West Plains Man Charged After Large Drug Seizure at Local Apartment

A West Plains man is facing multiple felony drug charges after investigators with the Howell County Sheriff’s Office and the South Central Drug Task Force seized more than 400 grams of methamphetamine during a search of his residence on March 17. According to a probable cause statement filed in Howell County Circuit Court, officers executed a narcotics search warrant at the home of Herbert O. Palmer at 1019 Davidson Street, Apartment 6, around 3 p.m. after the warrant was signed by Judge David Ray.

Investigators reported finding approximately 416.5 grams of methamphetamine, 12 grams of psilocybin mushrooms, and multiple items of drug paraphernalia inside the residence. The methamphetamine field‑tested positive and both substances will be sent to the Missouri State Highway Patrol Crime Lab for official testing.

The statement also notes that photographs were taken from Palmer’s front door showing the proximity of the apartment to school district property, supporting an additional charge of distributing a controlled substance in a protected location.

Palmer declined to speak with investigators after being read his Miranda rights. Officers wrote that he has a history of failing to appear in court and is currently on probation for a felony FTA and unlawful possession of a firearm, factors they say make him a flight risk and a danger to the community.

Prosecutors have charged Palmer with first‑degree drug trafficking,  possession of a controlled substance, and maintaining a public nuisance. His bond is set at $50,000.
