On Tuesday, August 26, 2025, at approximately 8:50 p.m., while traveling south on Missouri Highway 19 near the Jacks Fork River Bridge, Captain Brumble of the Shannon County Sheriff’s Department observed a vehicle approaching from behind at what appeared to be a high rate of speed. Captain Brumble pulled onto the shoulder, allowing the vehicle to pass, and then initiated a traffic stop by activating his emergency lights and siren.
The vehicle failed to yield and continued south on Highway 19 before signaling to turn east onto Highway 106. The driver proceeded eastbound on Highway 106, passing the entrance to Broken Arrow Campground at approximately 60 mph and failing to maintain its lane. Based on his training and observations, Captain Brumble suspected the driver might be impaired.
The pursuit continued east until the vehicle entered a quarry and briefly stopped. As Captain Brumble prepared to conduct a felony stop, the driver placed the vehicle back in drive and fled westbound toward Eminence. Sgt. Henry joined the pursuit as the suspect vehicle forced one motorist off the roadway.
The pursuit continued west past the Eminence Elementary School, ultimately coming to a stop near County Road 410 and Highway 106. A felony stop was successfully executed, and the sole occupant, identified as Morgan Harrison of Rolla, was taken into custody without further incident.
During the investigation, dispatch confirmed the vehicle had been reported stolen earlier that evening from Iowa Street in Rolla, with the theft entered at approximately 6:30 p.m. by Rolla Police Department.
Morgan Ann Harrison 33, who is currently on probation and parole for abuse/neglect of a child, was placed on a 24-hour hold for Aggravated Fleeing to Avoid Stop/Detention (Valentine Law, effective August 2024) and Tampering with a Motor Vehicle.
A probable cause statement was submitted to the Shannon County Prosecutor’s Office. The Honorable Judge Sandra Brewer issued warrants for both charges, each set at $10,000 cash-only bond.
